If you mean you are not going to get a new iPhone, then your current iPhone 11 will work, if you upgrade the software to iOS 17.
If you are not going to apply software updates, then no, the Apple Watch is not for you.
Perhaps a Fitbit. Or a basic Timex.
Then again, I did not wear a watch for about 35 years, until the Apple watch. I could always find a clock, and when the Palm Pilot came along (then the iPhone), I had the current time in my pocket.

The current Apple Watch models require an iPhone running iOS 17, which is supported by your iPhone 11.
Current Apple Watches support the iPhone XS,XR,11,12,13,14,15 and current SE models.
