and the guy who stole it forced here to change the Password and the phone num that she is using in her I cloud account
the phone contains a lot of personal information and this thief is blackmail me
please I need help if any one form apple can help me

You should contact the official Apple Support for your region, only they can access personal user data.
You will have to have prove of ownership for the iPhone.
