My iphone14 was in ios version 17.2.1 before and I haven't updated to 17.3 when it is arrived.
Now I got another update to 17.3.1 and I did it. But when I see the series of update from 17.2.1 without updating to 17.3, I updated my device to 17.3.1. Basically, one update in the middle I missed to do.
Is this 17.3.1 update already include the update of 17.3 (?) or did I miss the features of 17.3 now?

Your iPhone will always update to the latest version of iOS, including past versions. So yes, your iPhone has been updated to iOS 17.3 as well.

But I am unable to locate the major feature of stolen device protection in settings after the update. Why this is the case?
Probably you have not enabled Face ID on your device, yet.

Have you ensured you’re going to Settings > Face ID and Passcode > Stolen Device Protection?
Check if your iPhone is updated to the correct version. Because it should be in Settings.
Mine is iphone 14 and in the settings there is no option 'Face ID and Passcode '. Instead, I could see only 'Face ID & Attention'
And my ios is now updated to 17.3.1 and up-to-date
Are there restrictions placed on your device? Try going to Screen Time > Content and Privacy Restrictions then see if passcode changes are allowed.
It is 'Dont Allow' now. But when I change it to 'Allow', still Face ID and Passcode option is not showing.
