It is an old Apple TV black box no numbers on it and you cannot access settings on the screen they are locked

It should have an Axxxx number on the bottom in small type. It may be faded or scratched on much moved units.

What is on the back side? That differs by model too:

Apple TV (1st generation) [A1218] had a USB-A port.

Apple TV (2nd and 3rd generation) [A1378, A1427, A1469] have a Micro-USB port.

Apple TV (4th generation) [A1625] has a USB-C port.

Apple TV 4K (1st/2nd/3rd generation) [A1842, A2169, A2737, A2843] has no USB port.

The remote has one large black circle with a small silver circle insid and below it a small black circular button with menu on it at the side of this is another small black circular button with a right pointing arrow and a pause button

That sounds like the classic Apple Remote (aluminum) [A1294], which is predominantly useful with Apple TV (2nd or 3rd generation) [A1378, A1427, A1469].

To link this model remote to Apple TV (2nd or 3rd generation) [again], do as described here:

If your Apple TV remote isn't working (2nd half of the page) - Apple Support - Internet Archive

Do both steps, the unlinking and then the linking.

If the remote battery is depleted, then you may need to put a fresh one in:
