System Photo Library And Google Photos

If I use Google photos rather Apple photos as my primary photo library on Apple devices can I change the System Photo Library to point at Google Photos rather than Apple photos so that when I attach an item like a photo from an app it looks in Google photos rather than Apple photos?

Duplicate Photo Libraries I have duplicate photo libraries and would like to combine the two into one library without creating duplicate photos. Is this possible? How would I do this? Is there a simple way to do this?

Can you have multiple Photos libraries on an iPad? On the Mac it is possible to have multiple Photos libraries. Is this possible on an iPad? I would really like to do that. An ancillary question, is it possible to move a Photos library from a Mac to an iPad? Thanks very much for any assistance.
