iPhone 15 pro max and M2 Macbook Air NOT CHARGING from a PD car charger + PD battery banks

I have talked to apple support about this issue and I have gone to an Apple store as well as Geek squad without a solution.


After iOS 17.2, my iPhone and Macbook Air will not charge via car charger OR by any power bank. They charge perfectly fine through wall charging (Apple Usb C cable, Anker Usb C cable, Apple Mac Usb C cable, Apple Magsafe Cable) --> into (Mac 65w wall charger, Mac 35w wall charger, Anker Nano Pro, Anker Power port PD nano).


All these combinations work without a problem. When I take the same cables listed above and go to my car and plug them into either the Anker 521 charger (32w) OR Ugreen 130w Charger they dont work ANYMORE (they used to work fine).


They also do not work with a battery bank.


HOWEVER the only way I have been able to make either the car charger OR the battery bank to work is to use a usb C dongle adaptor (like the one I use for my Macbook Air to hook up HDMI) hooked to my car charger and then plugging my device into the dongle instead. Both the charger and the dongle have Usb C PD and are both the same PD standard and yet my phone and computer will charge on the dongle plugged into the car charger but not straight into the car charger. THOUGHTS?
