I got gifted a book because I don’t have money to buy it. When I try to redeem it’s says your payment method was declined. I’m confused on why I’m paying for something that’s already paid for.

Your not paying for the book at all. But you do need a valid and verifiable payment method on your account to make use of the store services, including downloading gifted books.
If your payment method currently has an issue, your account falls into bad standing and cannot make use of the store services. This does not mean you need to pay for the book.
You may need to pay for any pending charge you may have on your account though.
