Verification code for new apple pay credit card not being sent to foreign telephone

I live in Mexico with a Mexican telephone number, my credit cards are from the US.

I am trying to add a new credit card to apple pay. I enter the name, cc number, 3 digit code on card, and it is accepted, but to finish they want to send me a verification code to my text messages. There is no allowance for sending to my email.com. BUT the code never arrives because Apple does not include my country code so i never receive the verification code.

I am doing this from Settings on my iPhone so it must have something to do with my personal info on file with Apple. How do i fix this?
