Frequent Flyer Cannot connect iphone 13 pro max to any Airline Wi-Fi for over a year

I fly several times a month on United, Southwest, and Delta. I have not been able to connect my iPhone 13 pro max for over a year. I have asked other passengers how they are connected and checked all their settings and the only common denominator is they have an earlier version phone. It does not seem to be a IOS issue. How can this problem not be fixed by now with all the 13, 14, and 15 phones out there? I have tried turning off private relay and it does not fix the issue.
