I have locked notes I need access too and I tried resetting my password to get to them. There is no point because it won’t allow you to unlock them with the new password. It keeps the old ones un-accessible. And it only allows you to access new ones.

You are correct that changing the password will only affect new notes. There is no way to get the previous locked note without the password that was used. Apple does not save that password and it is not saved on your device. The note is further encrypted using that password, which is why there is no possible way to reset it. You do have an unlimited number of attempts to guess the password.
