"Account recovery is not available because of a server error. Start over and try again."

So I had to do a lost password/recovery for my son's phone.

Tonight, after 72 hours I got an email from Apple saying I could try a reset.

However, I get "Account recovery is not available because of a server error. Start over and try again."

I have used 3 entirely different devices (2 PCs, my own personal iPhone). No luck.

Can anyone help?

I have been dealing with the same problem for a week. I am told my issue has been escalated to the Apple engineering team, but I have received no substantive updates other than they are looking for a solution. Clearly this is issue is impacting a growing number of Apple users and needs to be fixed ASAP.
