Not being able to swipe out of apps. ( Iphone 11 )

Hi, basically my iphone 11 randomly stopped allowing me to swipe out of apps. I can swipe up to open phone but that is basically it, I've already tried to factory reset, change the controls, and everything else in my power to do. I don't know anything else to do, any suggestions?
