Phone and watch not acting right

Both of my devices have been acting up lately:

my watch can receive text messages but I can’t reply to them (or rather, I can reply but nothing happens and nothing gets sent - I can’t react to message either). The weather is also wrong and I can’t pull up anything when I open the app - it shows no weather or temperatures. I tried seeing if an update was available, but I get an error message that it’s “not connected to the internet.”

my phone can no longer upload photos to apps - the apps will tell me I need to grant permission to use the photos, but when I go to my settings, there is no option for use of photos. I suspect this is an iCloud issue as it’s been full for a while? But I’ve deleted probably hundreds of photos and videos, etc, and while my overall storage is freeing up, my iCloud storage is the same (full).

someone PLEASE help me. I submitted a the question about my watch a few weeks ago and got no response.
