Using Shapes in Markup on Photos

I'd like to draw a circle around a section of my photo, and have what's inside the circle be as exactly as the photo is. In other words, a transparent fill color, or rather NO fill. I go into Markup, click the Shapes icon, and choose the circle. But it always fills in the color set by the separate Fill Color icon. It creates an opaque, filled-in circle whereas I just want to draw the edges of a circle, a transparent circle.

In Markup mode, use this icon to define the border color:



And use the following icon to define the inside color. Choosing the "square crossed by a line" color (see 2nd arrow below) will make the inside color transparent:
