Macbook Pro M1 Fan constantly at 8.5k RPM

I have a problem with my macbook pro, the fan is constantly running at 8.5k rpm on average whenever it's turned on. I already tried setting the speed manually using Macs Fan Control but did not change anything, I tried replacing the fan with a new one but still same issue.

This:

make me suspect "8479" is a error value. I've used several fan controllers over the years and never saw one report HIGHER that what the controller app thinks is max, 7199 rpm in your case.

Apple Diagnostics will report both fan and fan sensor hardware errors. I suggest first running that.
