I am unable to sync music to my iPod using iTunes

New, unused iPod touch, gen 7. lists the many CD's on old device transferred but I had to manually download to the new one. Many had 1 track that download is unavailable. So tried to replace the CD download. The library shows in iTunes but when I click on my device icon, it shows NO music on my device. But it's all on my device. Settings accessed from device icon there say iCloud library on but no longer gives me option of exactly what to download/synch. Says I can access via wifi or wireless network. I've tied both back up to iCloud and to "this computer" CD I uploaded shows on library but with a cloud icon. Can'd click that to add to cloud.
