Error: " Unable to Activate , An update is required to activate your iphone"

I have a new iPhone 14, which had an issue on the mobile data section indicating an error in which it was not able to read a Sim card, so I tried to reset the device after resetting it am trying to set it up but after selecting language, country and Wi-Fi to continue setting as the new device an error message comes up indicating that " Unable to Activate , An update is required to activate your iPhone"

Greetings,

Thanks for the help, cellular error was the issue and did try to use the some of the suggestions you gave but it didn't work so as the device was barely used, I decided to factory reset it which comes the issue as I am unable to set the phone as a new device after resetting it as it shows the error update is required as the image above.
