Find my phone will not let me turn it off

I am attempting to turn off my find my phone to get my replacement phone but it will not toggle off

iPhone 5s, iOS 10

From any browser:

Log on using your Apple ID and Password

Select the iPhone 5s

Tap or click Remove This Device

I’m trying to order my replacement phone and I’m order to continue i have to turn off find my phone and it won’t let me what do i do
