Are email attachments virus-scanned by iCloud mail or Safari ?

I sent two emails containing attachments. After sending them, my cc’d version said Not Virus Scanned.

Keep Security Software Off of your Mac.

No. Files are not scanned in the macOS, only third-party software would wcan for it. Keep Anti-Virus and VPN software off of your Mac. It just gets in the way, and is sometimes un-installable. If you need to update sometimes, then its Firewall Settings may just get in the way.

Scan with Malwarebytes for Mac:

Start with running a scan for malware, using Malwarebytes for Mac and remove what is found. Perhaps something was installed that made this occur. Remove what is found from the quarantine. Malware is short for: Malicious Software, which makes you computer act in a mislead manor.

Email attachments are not scanned. I suspect that you mean "are they saved?". They are saved as a part of the email which is saved in the computer's email app. Safari only saves its browsing history and its bookmarks. iCloud saves files which would include your email messages, assuming that iCloud is optioned to do so. Does that answer your question?
