Read Aloud on a Mac

My Read Aloud stopped working. I tried to follow the directions to activate Speech. When I did the following: 

1. On the Apple menu, select System Preferences.
2. In the System Preferences window, select Accessibility.
3. Here I was to select the Speech, but that option was not offered.

What should I do?
