My Visa card is on failed on my account because of that I can’t download or update my apps but I used it to pay my apple bills the money was deducted but still on failed on my account and I don’t know what happened

Is this VISA card a credit card, a dedit card issued by your bank or a prepaid debit card that you bought in a store.
Apple does not accept many prepaid debit cards as a payment method.
You usually need a functioning payment method for your account. Even to download free apps, to re-download or to update apps.

Supposedly you can follow these steps and make a prepaid debit card acceptable to Apple for use as a payment method;
