Bluetooth no longer works - can't find com.apple.Bluetooth.plist

I purchased a new MacBook Pro in 2021. Bluetooth worked just fine. Sometime during the first year, after an OS update, my bluetooth stopped working. I can't turn it on. I also cannot reset the bluetooth module - the com.apple.Bluetooth.plist file is missing. I am currently running macOS Sonoma. I tried doing a factory reset and that did not restore bluetooth functionality. Has anyone else had this issue and been able to resolve it?

Is the bluetooth being recognized by the system...? If not you have a hardware issue

>(Option key)System Information>Hardware>Bluetooth

In or out of warranty you can get a free over the counter 'Apple Service Diagnostics' test /assessment
