Shut everything related to hard fall down & doing errand. Messages sent about new hard fall location at each errand location.

My husband’s watch thought he had fallen although he had not. I was notified several times of a hard fall. I contacted him and he shut off hard fall but the messages to me continued. Eventually he shut down the whole watch and waiting hours before restarting . The messages continued. It turned out that he misunderstood several SOS messages from Apple because he didn’t read the whole message. He eventually read an SOS message carefully. He realized the message was actually asking if he wanted his emergency contacts to stop being notified of hard falls. He finally replied appropriately to the SOS and the hard fall messages stopped.

Try to force restart your Apple Watch by pressing simultaneously on the crown and the side button until the Apple logo appears.
