setting up my first ipad (pro m4) and confused by user guide instructions regarding icloud

I am buying my first ipad (pro M4)at an Apple Store tomorrow. I own an Iphone

I would appreciate if you would suggest basic steps and tips about the setup process if Icloud is involved. The user guide is very confusing about all the choices.

iCould is your personal cloud drive with account settings and optionally other things, like files.

Just set up your new iPad with the matching Apple ID account. That’s it.

I would like BOTH devices synced, but I do not want to all the apps on my Iphone to transfer to my new Ipad.

Then previously installed apps on one device are not automatically installed on your other devices, if available there.
