Cannot rename certain files in Finder

Certain file in Finder cannot be renamed.

Here's a comparison between the abnormal file and normal file. The permissions are the same, but the Name & extension field in the first file is greyed out.

Changing all permissions to read & write doesn't help.

If I right click on the file, no rename option is shown like in a normal file. The tags are also greyed out.
