new mac setup asking for iPhone passcode but the iPhone DOES NOT HAVE A PASSCODE SET

I'm setting up a new MacBook Air for my sister as a gift. I've already transferred her account from the old laptop to the new one. When signing into the account on the new mac, i set up her iCloud account. and it is asking me to enter the 6-digit passcode to my sisters iPhone. I know for a fact that she does not have any kind of passcode set on her phone, not a 6-digit, 4-digit, no faceID or touchID enabled. and there is no way around this? I can't skip setup or anything? what is going on? I cannot stress this enough, there IS NO PASSCODE ON HER PHONE!?

UPDATE: I waited till after I gave her the mac to sort this out. once I gave it to hermit again asked for a passcode for her iPhone, which again there was none. But, i added one. once we got it syncing again, I removed the passcode for her.


side note, the main reason she refuses to have a passcode on her phone is because years ago she was forced to add one for some reason. (i don't know the details, she probably misread a prompt. lol) and then when asked to enter the 4-digit code she made, the phone didn't recognize it saying it needed a 6-digit code. and she had to do a factory reset on the phone, loosing years of data because she never backed up her phone.
