Can't add card to wallet on new phone, worked fine on old phone

I just bought a new phone and tried to add a card to my Wallet that previously worked fine (2 days ago) on my old phone, I keep receiving the error "Card not added Contact your card issuer for more information", I have the card saved in 'Payment and Shipping' but cannot add to Wallet & Apple Pay.


I have read and tried every solution on the forums, the below list is some, but not all of the things I have tried:


  1. removing old cards,
  2. changing the time,
  3. forgetting and re-adding network settings,
  4. adding through the wallet,
  5. adding through the bank app,
  6. checking the country in the phone settings matches the country on the bank account,
  7. phone is totally up to date,
  8. the bank app is totally up to date,
  9. Deleted Wallet and re-added wallet
  10. Spoke multiple times to the bank and they cannot see any issue on their side


As a test, I have added this card successfully to a different phone with a different Apple ID and was successful, the card is not the issue.

The bank, Payment Network Operator (Mastercard, Visa etc.) or Token Service Provider is Red Path or Red Flowing your card. This is part of the risk management algorithm that banks and other involved parties use to reduce fraud.


The involved parties won’t reveal exactly what information they are analyzing, but details related to Apple Stores, past usage are among them. Location details may also be used. Current or past usage of a VPN is a known issue.


Do you know if in the last year you or any of your banks might have flagged any of your accounts for a fraudulent transaction? In other words if you report that any of your cards were used fraudulently, the bank and the PNO put a flag on the account. All your other banks are alerted as well.

Hi, OK, your account is being flagged for potential fraud issues. Your device is being flagged as potentially being a fraud issues. Is the iPhone brand new? Are you using a new Apple ID? Are you at your home? Have you traveled recently? Have you disabled any of the default services like Location Services? Is your cellular plan setup and active on your iPhone?

Hi Jeff, okay that’s good that there is a reason. The phone is new to me but second hand. I did deactivate find my iPhone about a week ago as the first phone they sent me didn't work properly so I returned it. One of the requests of return was to turn off find my iPhone. The cellular plan is on yes, and I’m using WiFi.
