Mail not fully loading content, receive this message: "Load Content Directly". Have to click another button to fully load email

I am running Apple Ventura, macOS 13.7.6 on my MacBook Pro. It is Mail Version 16.0 (3731.700.6.1.1).

I get an email and click on it and it doesn't fully load. There is instead a question mark in the middle of the message - and off to the right side, a message saying "Load Content Directly." When I click that button, the message fully loads. But I am now having to do that on each and every email I receive. I found one post which said I should turn off Protect Mail Activity in Privacy in the settings of Mail. I tried that, a number of times, turned it on and off, and nothing changed. This began when I updated my macOS to the latest version. Anyone have a practical solution? Thanks.

Mac Pro, macOS 14.5

See if the following can help: Adjust Mail's Viewing Preferences

  • While still in the Mail settings, go to the Viewing tab. Make sure that Load remote content in messages is checked. This setting should allow your emails to load images and other remote content automatically.

Rebuild the Mailbox

  1. In the Mail app, select the mailbox you’re having issues with.
  2. Go to Mailbox in the menu bar and select Rebuild.

Clear Cache and Preferences

  1. Open Finder and navigate to ~/Library/Containers/com.apple.mail.
  2. Delete the Data folder (Note: This will reset your mail settings and preferences).

I went to the Viewing tab within the Mail Settings - there is no "Load Remote Content" button/slider to check.

It is not a single mailbox, it as ALL my email. I looked at the accounts tab and there is no Rebuild button. I also checked settings and could not find a Rebuild button.

I searched for this: ~/Library/Containers/com.apple.mail and could not find that either. I plugged it into the Go To Folder and it found the Data folder. I am a bit nervous about deleting it as I don't want to lose all my mail and my many, many mailboxes.

If you can clarify a bit, that would be helpful.

Thanks.
