How can I resize a window on my MacBook Air?

When I open this specific app it covers the whole screen to the point where I can't see the covers I tried searching for commands to lower the size of the window with no luck I can't even see the red, yellow, and green dots at the top how can I shrink it?

If this is a window within macOS, then you can either press the ESC key or move the mouse pointer to the top of the screen which will bring down the menu bar & title bar of the app window which exposes those button again.

If this occurring in MS Windows, then I would imagine something similar would work.
