Cannot FaceTime someone with iPhone

I can FaceTime all my contacts perfectly fine but this one contact, I have to send an SMS link? He is an iPhone user, I dont understand why.

Just because the person is an iPhone user does not mean they have activated FaceTime on their phone. This may be a deliberate decision on their part. Or, they may not know they need to log it or know that they have gotten logged out.
