I purchased a new Iphone 15 pro max today and for some reason all of my contacts are not switching to my new phone. I’m also having an issue with the messages pausing sync. I am 2 seconds from taking this phone back.

Contacts do not sync from device to device, they sync to your email provider or providers. If you are logged in to the same email accounts you had on the previous phone the contacts will appear on the new phone. The same is true for calendar events, reminders and notes.
I’m not clear what you mean about messages pausing sync.
All of my iCloud contacts are not transferring. I have 615 on my old phone and only 103 on my new one
