No. It will need to be unlocked from AT&T, but since you aren't an AT&T customer, they won't unlock it for you. Try to get your money back, it will never work for you.

Using a Different SIM to Unlock:
No. This is not an option. The Carrier provides the SIM configuration. Not sure why AT&T locked it, unless you disobeyed Terms of Service or if this is a stollen device. So, you need to take this up with who locked it: AT&T.
