Can you choose apps and have Apple Pre install them?

we Are planning on getting my sister an iPad and we want to get her a certain app but we don’t want to open the box so is there any way we can have it preloaded into the iPad. The app costs like $13 and I believe it’s called procreate if anyone needs that info.
