icloud not syncing sandboxed app

in setting all the levers turned to sync

icloud drive, on

icloud drive, sync this iphone, on

apps syncing to icloud, app is listed

icloud drive,icloud backup,

backup this iphone, on

backup over cellular, on

icloud drive, icloud backup, backup now,trying to force sync to icloud does not work

icloud drive, icloud backup, all device backup has app listed

everything else is backing up

i look at back after backup now and nothing is changed

go to files and i see no change

i look at the icloud drive and it reads number of backups but i see no change

in files, on my iphone doe not show folder

in files, on icloud shows folder from july when i somehow forced it though probably not by backup

i need icloud backup to sync every day, when i close the app, on command
