Two Apple ID accounts

A gmail account and apple id on my phone which allows me access to all my photos on icloud.

an outlook account and a new Apple ID on my iPad and when I try to log into my gmail /Apple ID on the iPad, the password is not accepted. How do I access my photos on the iPad?thanks

You're going to have to deal with the non-access to the old account in order to be able to do any kind of sharing, or pretty much anything involving that account for that matter.

"When you make certain updates to your Apple ID, we’ll send you an email to help you complete the update. For example, you might have reset your password, reset your security questions, or added a new email address to your account."


If you find you can’t sign in, reset your password, or receive verification codes, you can request account recovery (read this support article: How to use account recovery when you can’t reset your Apple ID password - Apple Support ) to regain access to your account. Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity. If you have two accounts and want to share between them you can either use iCloud sharing or set up Family Sharing with yourself. For photos specifically:


Shared Albums lets you share photos and videos with just the people you choose — and they can add their own photos, videos, and comments. Read this support article for more information --> How to use Shared Albums in Photos on your iPhone, iPad, and Mac - Apple Support


I would not log into a device with a different ID unless you know exactly what you are doing and its consequences. You could end up with mixed content and temporarily locking yourself out of various services for a few months.
