Whenever I paste a URL in an email from Apple Mail, it replaces '&' with a '®'

Whenever I paste a URL in an email from Apple Mail, it replaces '&' with a '®'

Situation

I copy a URL from a webpage (I'm emitting the first portion).

https://*************./qualtrics.com/jfe/form/SV_6EDhFfwoztSd9tk?ExternalDataReference=991021240909&regid=a0aU100000BjZGFIA3

Notice the & in the URL.

If I paste this in Pages, it works.

If I paste this in Text Wrangler, it works

If I paste this in Obsidian, it works

If I paste this in Safari's URL box, it works.

If I paste this in Apple Mail, it replaces '&' with a '®'

If I change the Apple Mail message format in Setting from Rich Text to Plain Text, it works.

I was running 17.6 on my Mac Mini with M1 while this was occurring.
