I'm happy to report that I had this exact issue and fixed it. I upgraded from a Watch 6 to a Watch 10 today. I paired the 10 and then had this issue. I decided to try un-pairing both watches and then re-pairing the 10. This fixed it.

This issue has been reported in more than one country by a number of users and there appears to be no fix at this time. It's been said, though not verified, that Apple Support has escalated the issue, so this may be in the process of being looked at. Whether that is indeed the case and if so when a solution will arrive is something none of us here can say. You can contact Apple Support, report the problem, and see if they have any further information.

Well, I changed nothing but about 24 to 36 hours later it just started working. There was obviously some kind of apple cider batch processing happening in the background I didn’t reboot or re pair or anything like that. I just waited.
