Error 06B4.0000 restoring iPad mini 6th gen after failed iOS 18 upgrade

Using a the Apple Devices app on an up-to-date Windows 11 PC, I was prompted to update my iPad mini 6th gen to iOS 18. Sadly, I opted to do so. Upgrade failed. I was able to get the iPad to reboot into recovery mode but when I tried to restore my prior backup (made just before I attempted the upgrade), I get this error "The Ipad could not be restored. An unknown error occurred (10). 06B4.000". It looks like I am not alone with this problem but no answers posted yet. Help!

This worked...specifically connecting my Win11 notebook running the Apple Devices app worked once I connected to my phone's hotspot.

The first time I tried the restore with my notebook connected to my cell phone's hotspot instead of my home network's AP, the Error (10). 06B4.0000 problem was bypassed. I'd tried every form of update and restore (after a failed iPadOS 18 upgrade that left my iPad bricked) over the past 2 days using 2 different cables from my iPad 8th gen to my notebook. All update attempts and restore attempts failed. Connecting to my phone's hotspot made the difference, maybe because my home network includes a hardware security appliance, not unlike what a corporate network might have.
