My iPad 17 8th generation keeps freezing and it’s unable to move fast, this is frustrating. It keeps saying storage of iPad full,I deleted 90% of my apps and this is still the problem . How can an iPad have 32gb , how can I increase the storage, this is crazy

When purchasing, all iPad models have multiple storage capacities from which to choose - with devices with more storage being more expensive than those with lower storage capacity. Lower cost "base model" devices, with 32-64GB storage, will always be a source of frustration if you intend to more than a few files or photos on your device. Don't forget, the iPadOS Operating System alone will likely occupy 8-10GB of your available internal storage.
Low capacity devices are arguably of most use to users that have very little need to store data on their device.
It is generally recommended that you maintain at least 4-6GB of free space at all times - as your iPad needs some temporary space to complete some tasks - such as performing system software updates.
A system software update requires sufficient space to be downloaded, unpacked and verified prior to installation - major version updates (such as updating from iPadOS 17.x to iPadOS 18) requiring considerably more space than an incremental point-update. After the update is successfully completed, temporary files are automatically deleted - returning free space.
If your internal storage is full, or is insufficient for the task that you need to perform, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.
