Withdrawing money from Apple Pay at Chase ATM restricted.

I’m waiting for a new debit card from Chase, which takes forever to get and I’m trying to withdraw money from my Apple Pay. It takes the card at the ATM but when I actually tried to withdraw the money, it says restricted merchant but everywhere I read online says that Chase ATMs should Take the virtual card and I just want to pull my cash out of Apple Pay and for some reason, it’s the most difficult thing ever Any advice that could actually help me ?
