How can I recover lost notes from the iCloud?

I had a round 100 Notes on my iphone14 which I've kept for at least a year.

I just signed the new Terms & Conditions and now I see No Notes. How can I recover them from the cloud?

Apple notes are lost. I was trying to upgrade my iCloud storage, but the payment method was rejected. So I just signed out of my Apple ID and then again signed in. But when I sign in again, some of my notes saved in my iPhone were lost. Kindly help me find the missing notes.

Lost notes after turning off iCloud I turned off my iCloud notes. I got a message that my iCloud was full about a week ago. So I presumed all the notes since then would be saved on my phone. Inexplicably this is not the case. I don’t have any of the more recent notes even after turning iCloud back on. Not in recently deleted either. How to recover? Thanks
