My iCloud terms and conditions are in Russian. Is this a hacker?

When I open up the iCloud terms and conditions, the information is in Russian. My iPad is set to Canada. I don’t speak Russian. Is this a hack?

I just got off phone with Apple. Not a hacker. In Settings, General, Languages and Region, I have been using Ukrainian, Russian and Spanish as well as English for my keyboard as well as Google Translate. I deleted all languages except for English, my iPad turned off and back on…..voila the Terms and Conditions are now in English. All good. Apple Support was great!
