iPod touch 7th gen in boot loop and won’t connect to Mac or pc

My iPod 7th gen is stuck in boot loop and won’t turn on unless plugged in. It won’t connect to my MacBook because it says the usb device uses to much power. And nothing happens when i plug it into my PC. I have just been brought aware of this situation. My sister says she was playing Roblox on it and it died at 1%. Maybe since she loaded it with so many games it gave up? I have it on the charger right now where it’s just boot looping.
