We’ve signed out of my account and logged back in, I’ve signed in to another friends account, we tried Discord, I can’t download Google Chrome, I have no Google Apps, we tried making a new, personal account and everything other than Google is restricted on Safari. Nothing is working.

You can’t get rid of restrictions without an administrator. If there’s no way of your administrator being available, contact the Official Apple Support for further assistance. Otherwise, you need an administrator to enter their password.
