Stolen iPhone marked as lost still receives calls

My moms phone was recently stolen out of her backpack 3 days ago, but we managed to mark it as lost through “Find My.” Today we received a call through my moms phone (on my sisters) but it’s still marked as lost and the lock shows up as activated. Could be it be that they actually managed to get it? What exactly do they need to get inside the phone? Im not too familiar with Apple so Im just confused, sorry if this doesn’t make too much sense.

No they did not get into the phone as long as it was locked by a Passcode. If someone attempts to guess the Passcode incorrectly 4 times in a row it will be disabled, so the Passcode should not be something like 1111.

When you marked the phone as Lost, did you put your sister's phone number in a message that displays on the phone when it is found? It is not unusual to receive scam messages/calls to that number in an attempt to get the Passcode to the device. Usually this is a fake message claiming to be from Apple.

The thieves can also take the SIM card out of the phone and put it into another to make a call and it will appear to be from your Mom's number. Review this Support Article for when an iPhone is stolen and it also suggests contacting your Cell Carrier to disable the SIM card. Do not remove the device from your Mom's account.

I did put her phone number in as a display! Perhaps they did take out the sim card and are calling from someone else. I thought that it was weird that it showed up as her contact and name. I also messaged it and it showed up as delivered so I was thinking they got in. I will be calling my carrier tomorrow to make sure. Thank you so much for your response!!!! I appreciate it a lot.
