Depending on the card you are talking about, it will be managed by the respective bank and must follow the same banking regulations as every other bank. Apple cannot interfere with any determination made by these banks as that would be considered illegal activity by the US Government because Apple is not a bank.

How did you use the wrong account? Obey the Terms of Service, and you won't ket kicked off, form Apple's end. As for your files, see if you can get them off of the device, and drag them over to your Mac, perhaps through use of iCloud Drive: https://www.icloud.com/iclouddrive
