No menu option in 18.2 to enable VoLTE

Does that settings menu dynamically change somehow based on data coming from the carrier? I've got a support ticket open with them, but it's unclear where the issue is - with apple or them.

Help appreciated!

VoLTE is Vodafone feature not Apples.
