Suggestion drop down pops up when hitting F5 (Mic button) even though Function Keys are active.

So I've turned off dictation and have asked the OS to treat my top row as function keys, yet this keeps popping up when hitting F5 (also the Mic button for dictation on MacBook Pro) in any text area. In System Settings, I've mapped the F5 to move spaces to the right, but this never works as this text suggestion service takes over. Any idea what it is and how to turn it off?

OMG. I finally figured it out. This is buried in System Settings > Keyboard > Text Input: Input Sources: Edit > Show inline predictive text — TURN THIS OFF
