Your main photo library is on your Windows PC, not on your iPad, and not iCloud Photos.

You’ll need to delete those in your photo library on your Windows PC, and then re-cable to and re-sync your photo library with your iPad.

This isn’t specific to the Windows PC cable sync. Cable sync works the same with Mac, too.

Added by cable? If they came from another source by cable, then Photos doesn't have rights to the pictures, and they must be deleted by the computer. I don't transfer pictures by cable, so I'm not sure of the details. You will need to connect by cable, and you may be able to do delete them with the app Image Capture in your Applications folder. Or you may be able to delete them from Finder.

This is a screenshot from the "Screenshot" view in Media Types on my iPad:

and the trashcan is fully operable.

So what's different for you? My screenshot was done on my iPad. Was the screenshot that you're having trouble with made on your iPad? Is there anything else that might be different?

Have you tried a forced restart?

Answering this question would have been helpful:

So, were any of the screenshots that you're having trouble with made somewhere other than your iPad? Pictures transferred by cable from a computer, for instance, don't behave the same way.
