Apple sends that when you try to use more iCloud storage than you have, and the operation fails.
The onus is on you to stop trying to use more storage than you’ve subscribed.
That can mean disabling the iCloud backups or use of iCloud mail or iCloud Messages or whatever else, or purchasing more storage.
Or configure your mailer to delete the warning messages on arrival, and ignore the problem until later.

You do have the option of not using icloud.
Maybe you should check your facts before you go off on a rant.
Google is your friend.

Its not just the mailer. The notification appears on the device itself. I am not currently backing up to Icloud so I should not be receiving any messages.
I have Icloud backup disabled. Check your facts before answering. I STILL get the notifications. READING is your friend.
Please take your own advice.
And you as well.
I have backups turned off and all other apps turned off as well. Any further genius suggestions? I have nothing using Icloud. (Messages, photos, email, etc. ALL turned off.)
Signing out will disable "find my phone". I do not want to sign out. Why should I have to disable the find my phone ability to stop receiving notifications?
You said you did not want to use iCloud. Now you say you do want to use icloud.
Which is it?
I'm out.
You could have avoided all this back and forth if you would have been clear (er) from the start....
